Koyuki Honda, like many of her classmates, is excitedly looking forward to her graduation ceremony. However, unlike them, Koyuki will be attending on her own, having lost her only family member, her brother, several years before. While paying her respects at her brother's grave, she encounters Kiri and Victor Putin, two brothers who are chasing a mysterious creature. Upon explaining that they are shooting a film, Victor piques Koyuki's interest with a local legend about the cemetery's clock tower. The legend suggests that if one makes a wish beneath the tower at midnight during a full moon, time will reverse, and they will have the chance to reclaim what was once lost. Koyuki decides to make her wish, but her elation quickly turns to terror when she uncovers the truth behind the fable. The story is merely a façade for time demons dubbed "Horologues" to rob humans of their time. As these monsters are attracted to remorse, Victor uses Koyuki as bait to ensnare a Horologue. Kiri and Victor further divulge that they are "Chronos Rulers," fighters who wield an object called the "Oath of Time" to control time by either hastening or slowing it down. After they have neutralized the demon and averted a disaster, Koyuki departs with a fresh sense of liberation from regret. Still, she isn't the only person plagued by remorse. Kiri and Victor need to keep hunting down Horologues to safeguard humanity.
