It has been three years since the series ended and Ryo now works as an engineer on a rocket project for NASA. Unfortunately, Anise, his former Borgman partner and lover, has been reduced to working as a burger flipper in a restaurant. When Anise receives an offer for a professional job at a Japanese high-tech project, she eagerly accepts, leaving Ryo behind due to his indecisiveness. Chuck Sweager, the third Borgman, and his girlfriend Miki are both police officers. When Miki witnesses a fight between multiple cyborgs, she reports it to Chuck, who initially dismisses it since the only known cyborgs are Ryo, Anise, and himself. However, Miki convinces Chuck to investigate and they meet up with Anise over dinner to discuss their findings. Anise offers to help investigate the Heaven's Gate project, which they believe is responsible for creating these new cyborgs. At the same time, Ryo is on his way to Japan to find Anise. Accompanying him is Hussan, one of the few surviving researchers from the Borgman Project, who has been asked to assist in the Tokyo Police investigation. As the group reunites in Japan, their mission becomes more complicated.
