Description:
Japan's newly elected Prime Minister Youko Kayabuki reinstates Section 9 following the successful resolution of the "Laughing Man" case, in order to combat the looming threat of cyber-terrorism. However, a terrorist group known as "The Individual Eleven" has emerged and is wreaking havoc across Japan. As Section 9's main members, Motoko Kusanagi, Daisuke Aramaki, and Batou work tirelessly to investigate this new danger, the Japanese government faces a separate challenge in dealing with the influx of foreign refugees seeking asylum after the Third World War. As the team delves deeper into their investigation, they cross paths with Gouda Kazundo, a prominent figure within the Intel Service Cabinet. Their suspicion grows as they begin to see a possible connection between the refugee crisis, The Individual Eleven, and Gouda Kazundo.
