After 50 years since a devastating war nearly destroyed Japan, a centralized network called Sound Health Everlasting Long Life (SHELL) has become the foundation of a new society. Thanks to revolutionary research on nanomachines and medical treatment, people are assured of a disease-free life. In exchange, they must work a grueling 19-hour daily schedule. Anybody who disconnects from the SHELL system undergoes a rare phenomenon called "Human Lost," which converts humans into monsters- "Lost," who must be eliminated, or society could crumble. But in a world without fear of death or pain, the prevalence of antisocial behavior is on the rise. A factory worker named Takeichi aims to storm the Ministry of Interior to protest the inhumane treatment he endures. His friend, an obscure painter Youzou Ooba, is convinced to support his cause. However, when their mission fails, Takeichi is left with a damaged body and eventually turns into a Lost, followed closely by Youzou. During a skirmish, a team dispatch member, Yoshiko Hiiragi, uses her ability to detect the Lost and realizes that Youzou has the unique capability to revert to human form. As the third individual to survive the Lost transformation, Youzou assists Yoshiko in investigating the recent Human Lost occurrences that endanger civilization's last chance for rebirth.
