Description:
Shortly before crashing into the Public Safety Bureau building, a runaway vehicle allegedly driven by Izumi Yasaka, a counselor from the Sanctuary, a latent criminal rehabilitation center, is reported. However, before Inspectors Mika Shimotsuki and Akane Tsunemori could interrogate the suspect, the facility issues an urgent request for Izumi's prompt return, which is interpreted as a direct order from the Chief and the board at Sanctuary. Though the inspectors comply, they insist on escorting Izumi personally and plan to investigate further with the rest of the Bureau's team. Finally, Inspector Shimotsuki has the chance to lead an important investigation into the secrets of Sanctuary as she and her team of Enforcers proceed with the case.
