After a brutal attack by the Masked Demons, an imperialist gang, the Eighth Division of the Shinsengumi, a law-enforcing squad in Kyoto that supports the shogunate, is almost destroyed. Heisuke Toudou, the only survivor, is severely injured. The local feudal lord, Katamori Matsudaira, urges Toudou to rebuild the Shinsengumi. In order to do so, Toudou offers eight convicts the opportunity to redeem themselves. They must relinquish their old names and become replacements for the eight Shinsengumi captains. All accept, but one is immediately executed by Sakuya, a former assassin. However, Toudou struggles to transform the seven reformed criminals into loyal servants. His lack of discipline is highlighted by the impulsive and vengeful Ichibanboshi, whose family perished at the hands of the Masked Demons, and threatens to jeopardize Toudou's strategy. As Toudou vows to protect the shogunate against imperialists and foreign invaders, other groups, such as Kogorou Katsura's faction, begin to implement their plans in pursuit of one goal - to seize power at the end of the Edo period.
