The billionaire, Shinatora, infamous for constructing unsightly buildings, is faced with an unprecedented threat from a skilled explosives professional, known as Benten, who seeks to destroy the hideous structures wreaking havoc in downtown Tokyo. The FBI dispatches a team comprising of bomb disposal specialist Lisa Hoshino and her robotic sidekick, Dandy, to provide lectures in Japan in cooperation with the local police force. However, Ryotsu, a Kameari district guardian, is assigned the reluctant duty of accompanying Lisa to safeguard the area's inhabitants. The curious question arises - why does Benten limit his attacks to Shinatora's constructions, and what will be his subsequent objective? An urgent email notification is sent to the Katsushika Police Station revealing Benten's latest target - the colossal Shinatora World amusement park. Without delay, Ryotsu and Lisa spring into action and race to the scene. To their horror, they discover a Soviet-era rocket dangling precariously above, armed with an immense bomb that could level the whole Katsushika vicinity. With time running out, what options does Ryotsu have?
